Homeless Services and Prevention

24-Hour Homeless Emergency Services Program (24-HESP)
24-HESP is the central intake, assessment, and referral point for homeless Albany County residents needing shelter. 24-HESP arranges placements in area shelters for homeless families and their children, single adults, and runaway/”throwaway” youth. Our caring, compassionate and professional case managers connect people to an array of HATAS and community services. We ensure that no one “falls through the cracks.”

Homelessness Intervention Program (HIP)

HIP combines crisis intervention, financial assistance, case management, and supportive services for families and individuals at risk of homelessness. We help people on the brink of homelessness avoid eviction. Through advocacy, and support services, HIP can help tenants settle disputes with landlords; arrange for the payment of rental/mortgage arrears; provide treatment referrals, counseling and case management; and improve housing stability through tenant skills training. HIP is a joint project with the Albany County Department of Social Services, The Legal Aid Society of Northeastern New York, and United Tenants of Albany.

Mental Health Housing

Albany Housing Authority/HATAS Shelter Plus Care
This supportive housing program provides rental subsidies and case management for homeless people disabled by mental illness. Consumers are linked to treatment and community services and are encouraged to reach their highest level of independence and self-sufficiency. Life skill building and support are provided by our professional and caring case management staff.

Other Mental Health Services

Community Transition Team
At our offices at the Capital District Psychiatric Center, HATAS works with hospital staff and Albany County Department of Mental Health on discharge planning for hospital patients. We help hospital staff and patients identify the most appropriate residential option in the community, guide patients through the transition back to the community, and make sure supports are in place when special assistance is needed.

Aging Out Adolescent Program
HATAS works with the Albany County Department of Mental Health helping adolescents "aging out" of the children's mental health system make the transition to adult services and live as independently as possible. In addition to counseling and case management, we also help with housing, education, vocational training, and employment.

Albany HANDS
This mental health/criminal justice program works with homeless and "at risk" individuals who are non-violent offenders living with mental illness and co-occurring substance abuse disorders. We coordinate with local courts and treatment providers, and develop service plans that allow individuals to avoid incarceration while they comply with treatment and connect with housing and employment.

Domestic Violence

Domestic Violence Emergency Services & Response
HATAS provides Albany County victims of domestic violence and their children with referrals to shelters and safe havens during regular office hours. Help from experienced case managers is available at our Central Avenue office or over the phone. Those needing domestic violence services outside regular office hours should call the NYS Domestic Violence Hotline (800-942-6906).

Non-residential Domestic Violence Services
HATAS also provides services to domestic violence victims who are staying in the community rather than entering a shelter. We offer crisis intervention, counseling and case management; help developing a safety plan; advocacy; and linkages to community support services (health care, substance abuse treatment, vocational training, etc.).

Domestic Violence Liaison Services
Victims of domestic abuse often need emergency support and services from our county's Department of Social Services. HATAS' DV Liaison Case Manager is on-site at the Albany County Department of Social Services Offices, referring individuals and families for services in the community and, recognizing the extraordinary personal disruptions related to domestic abuse, facilitating waivers of relevant county public assistance requirements.
